Some people would see overlooking memoranda that could potentially have thwarted the 9/11 attacks as a reason to slap the hell out of the Federal Bureau of Investigations.
Me, I don’t. I see it as a reason to reform the FBI, increase funding in important areas, and cut down the layers of bureaucracy. A law enforcement agency needs to have a minimum of bureaucratic oversight–by its nature, law enforcement is an act-now profession. Granted, you do want civil liberties protections and other common sense checks on law enforcement actions, but if you’ll do a good job of holding inviduals responsible for their actions and have simple, consistent guidelines for their activities, you’ll have a solid system for anticipating threats and resolving them as well as reacting to crimes as they happen.
Instead, we have a mountain of bureaucratic largesse.
